[/quote] In reading the article, I don't see where anybody is trying to disrupt a piece of legislation.  On the contrary, it sounds like representative John Mica of Florida is criticizing the FRA for their inability to manage HSR spending, rather than criticizing HSR itself.  The following quote from the article seems to summarize Rep. Mica’s position: <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p> "I'm very concerned that FRA's work missed the mark, and maybe hijacked the ability of the country to see some true high-speed rail-operations," Mica said in a telephone interview.
