A bus is not paying its allocated share of road maintenance.  [/quote] Whether buses are subsidized by automobile drivers is debated vigorously by the American Bus Association.  There is some support for their position in studies done by the Texas Transportation Institution.  In any case, bus operators are motorists.  And motorists as a group receive a very small federal subsidy compared to the subsidy received by passenger rail.
