Amtrak source of funding change after 2013

I was not aware until I read the article "California's Amtrak Playbook" in the new Feb 2010 issue of Trains Magazine; that any Amtrak passenger train route running under 750 miles (outside the northeast corridor) will really on state funding. I usually keep up pretty well on railroad news, but this one I missed. When did they decide to do this and why? (I am assuming a real funding strain of the federal government as one of the reasons.)
