Whether they are the best options is debatable. </p><p>[/quote]</p><p>True! But slicing and dicing the numbers shows there is a big difference. Motorists pay directly or indirectly the cost of driving. The reason is because their base (number of users) is very large. Passenger and transit train riders depend on a large subsidy from non-users because their base (number of users) is small in relation to the population as a whole. </p>
