<p>Paul Milenkovic is correct. The amount of money spent on the current transportation infrastructure is a sunk cost. It is irrelevant for answering the question, "what is the best way forward?" </p><p>Highways, airways, waterways, pipelines, railways, elevators, escalators, etc. will be part of our transportation infrastructure. The question is which one delivers the most value in a given environment for the required expenditures. It is a difficult question to answer. This is why, where possible, I prefer to have the free market answer it.</p><p>Looking at the cost of current modes of transport gives the decision makers an opportunity to identify high cost/low benefit activities that could be discontinued so that the resources could be used better. </p>
