This bust happened on an Amtrak train arriving in Springfield, IL from Chicago, according to the local paper, the The State Journal-Register.

Springfield police found a large amount of crack cocaine and heroin on an Amtrak train that traveled from Chicago to Springfield Thursday afternoon.

Investigators went to the Amtrak station after receiving a tip that a person was on his way to the city with drugs. They saw a man get off the train who matched the description they received in the tip. He ran when they tried to stop him, but they caught him after a short chase.

Police seized 40 packets of crack cocaine and 10 packages of heroin. Arrested was James T. Smith, 48, who originally is from Memphis but most recently has been living in Springfield

Sounds to me as if the bust was made after he de-trained.

Wonder who tipped the Law.  It's a safe bet that the suspect didn't wear a sign reading, "Drug Dealer.  Get your Heroin Here!!!"

If the same bust had been made at a parking lot, I'll bet you'd have to conduct your own investigation to determine the make and model of the car the suspect parked.
