Not familiar with this particular situation. However any extension of any line requires station work or a new one. Then new layover facilities including track, HEP ground support, engine servicing, cleaning, and so forth.
Keep in mind that building a station or otherwise expanding service isn't going to happen overnight. Most new commuter rail stations are owned by the municipality they serve and if a town is unwilling to spend their own money to get a station built then it probably won't happen.
Westford is a big town that is growing very fast, it has the infrastructure, and just needs a station to be built. It has a low amount of transit options for the size of the town.
