Cleveland RTA cant afford gas for its buses but it spent 1.5 million on Flonase for its workers

Cleveland RTA is losing money because a 1% sales tax due to lower population and less retail sales due to the internet. There are times when the gas tanks at the garage is so low that last min tankers have to be called. RTA is also cutting late night airport trains to save on the electric bill. RTA somehow spent 1.5 Million on nasal spray. Somehow RTA runs its own health benifit program for its workers rather then go thru a health insurance company. Cleveland RTA has only about 2,000 employees to provide transit service to a Metro Pop of 1.5 Million people.
