How that is to be done seems to be a issue and BTW some homeless just want to be left alone. The problem seems to be that the public perception is that the NYC Subway is back to the bad old days of grafftie , panhanleders and underground street gangs aka "Escape From New York"

The city of Edmonton opens our underground LRT station to the homeless every winter. This policy saves lives when it is -30°C outside, the shelters can only take so many.

Even if they don't take it, the opportunity should be provided for the "street people" to escape from the hellish cold that's hitting the country. It's the humanitarian thing to do.

Guess Cuomo should 'legislate' more minor leaks in the Steam piping network of the Big Apple. The street people will find and congregate around such sources of warmth.
