I started looking at the rail plan, but they lost me when I saw they wanted to convert some commuter rail lines to light-rail.

Typical commuters' desires for one-seat rides into central Manahttan will probably nix the application of that idea.

A few new Light Rail Lines where rail doesn't exist and bus patronage and highway congestion are both heavy might be another matter.

But so many LIRR commuteers change at Jamacia station. 

 

And making some of the LIRR lines into light-rail would insure another transfer.  Plus when they get to Penn Station, they often have to transfer again to subway/bus.
