As a tourist in major cities, I know from experience that I will end up with some amount of 'left over' money on a fare card. If I plan on going back sometime soon, I may actually remember to take that card with me and 'charge it up' when I get there. But most of the time, it ends up in the trash can.
I've recently changed handling my 'extras'. A few weeks ago, I gave my Washington DC fare card to some passenger and told her there's about 2 bucks on it. At least somebody will get the benefit of the left over money. I've done the same in the Philly subway when the token machine gave me 4 tokens when I only wanted 2. The lady that sat next to me on the 'return' trip of my joyride got 2 free tokens.
Probably not. I'm not sure about other agencies, but when I got fare cards to use on CTA, you could add value to them but they did have an expiration date imprinted on the card.
Sometimes I have a couple of dollers left on a transit card. Could i go to the transit headquaters and get a refund?
