Sounds like poorly organized combative management that can't attract qualified engineers.  20 months might train some one off the street.  There are qualified engineers out there on other companies that could be attracted for the right package of monetary and fringe rewards.  Penny wise and Engineer foolish.

Engineer staffing is approaching a crisis.  What are the metrics for conductors and how mch to upgrade to engineer ?
