Not only Pennsylvanians!
Do we get to inspect the SV trucks?
That may be the whole motivation for the exhibition! Who knows?
I believe you have to fill out the official Web form, which is here:

Kristin indicated that the passes will be assigned via lottery as the number of requests is expected to be heavy. (She didn't say whether people could register multiple times with different names and e-mail addresses... )
Where did SEPTA maintain there deisal fleet when they had it?
I believe the Reading had its own MU-car shop, probably located near Wayne Junction. I beleive this passed to SEPTA and the RDCs were maintained there.
But SEPTA had some Deisal Units as well...not just RDC
The only locomotives in road service operated by SEPTA were the FP7's (long since retired) and eight AEM7 electrics. There are a few diesels assigned to yard and maintenance-of-way service.
What the mu shop could do for the diesels it did, including the regular insipections, filter replacement, brake shoes, etc. Heavy stuff went to Conrail, which was still around at the time.
