Sounds like a pretty good system operated by a private company that operates some lines in other cities, including London. For HK the farebox recovery is 185% and they make a large profit.

Few people ride end-to-end and a minority of trams run end-to-end, most turning at intermediate turning loops. The ride is acceeptable because the track is kept in good ocnidtion, 2-man crews. A car always in sight.
There is extensive light rail in the suburbs, feeding the Metro, but also handling lots of suburb-to-suburb commuting.
