New Jersey Transit offers two ways.
1. Buy a train and monorail ticket. From Newark one way is $8.25 which is $3.25 to the Airport (EWR) station and $5.00 for the monorail. The monorail runs frequently. It is comfortable and convenient. All New Jersey Transit stop at the Airport.
2. Frugal travelers can take the no. 62 bus from Newark Penn Station. The one zone fare is only $1.50. Buses run every hour and run all night. They stop at all terminals so you don't need the monorail. If you are coming from New York you can take the PATH or NJT to Newark and switch to the bus. Coming up from the south the best way to go is to take the bus at Newark. It is a very reasonable way to get to the Airport and a lot less expensive. You will need exact fare. You can take two pieces of luggage; for the size see the bus schedule on the NJT website.
And get stuck in traffic and possiblly miss your plane?
Given the uncertainty involved with check-in and security in these awful times, you'd already be budgeting 1-2hr. at least in 'buffer time' going to the airport. If your bus looks like it's being delayed, you could take action early and still have a good chance of getting on the plane.
I'm surprised John didn't mention the direct PA bus to EWR from 40th St. as an option. (I think it used to be around $10; don't know what it is now) I used this because it was an easy connection from the 166 (NJT) and 20 (Red & Tan) that I used to get into NYC without driving. I can never remember that bus being late, and I rode it a LOT, often at peak hours.

Just a correction, the monorail fee is now $5.50. It looks like the cost of a train ticket to Newark Airport got cheaper after saavy New York./Newark riders realized it was cheaper to buy a ticket to Elizabeth than it was to purchase a ticket to Newark Airport with the AirTrain fee included. Even though the ticket was for Elizabeth, you could easier get off at the Airport station and then purchase a AirTrain ticket... this used to save a riders a couple of bucks. NJT seems to have "fixed" this loophole although you can still save 25-cents between New York Penn Station and the Airport by purchasing a separate AirTrain ticket and a NY Penn to Elizabeth ticket.

Using New Jersey Transit's trip planner, the adult fare from Newark Penn Station to Newark Airport is $8.25. The fare from Newark Penn to the Newark Airport staton is also $8.25. I tried to get a fare from Newark Airport Station to Terminal B but the trip planer shows only $0.00 (zero) which is obviously incorrect.

I was comparing prices from Newark Penn Station rather than from New York.
I agree with you that when flying today even on domestic flights you have to allow time for security and check in. You may just breeze through but then again the line can be out the door. I don't fly much but if I do I allow 2 hours.
It does seem to me that to go from New Jersey to Newark Airport by way of the Port Authority Bus Terminal is a little round about.
Anyone who can get to Broad Street Station can take NJT's GO28 bus for a one zone local fare to the airport ($1.50 plus train fare).

Not a little roundabout, VERY roundabout, but necesssary.
There was nothing within about 8 miles of me that would go anywhere near Newark. I could go to River Edge and park to ride the Pascack Valley, but most of those trains are directional (rush hour mornings) and not much use other times; they would helpfully deposit me in Hoboken where the pickin's to get to Newark were not the best.
On the other hand, all those 166s and 20s parading down the street at the bottom of the East Hill went neatly into 40th St., from which it was a 'dunk' to get the airport bus, which ran on a regular schedule.
The alternative was to walk down the street to Palisade Avenue and get an 86 (now 186) that went into 178th St. From which you would take an A train to 42nd, and go through the tunnels to the bus terminal 'out of the weather'. I could have gone to Penn Station, tiddled around to get to a train, but wouild still have to change and meander around in Newark Penn, not the friendliest place in the '70s (or later!) and have to figure out where the shuttle bus or whatever did the connection. By that time the bus would have had me at the appropriate terminal at EWR...
I am in Ironbound NJ as we speak on a bridge overlooking Oak Island Conrail yard and I cant get the very airport terminal that I can see from here. by walking or riding a bike.....frustrating

You could go back to Newark Penn Station and take the 62 bus. Even if you could see a way to walk you would be taking your life in your hands. There are worse things than frustration.
