I scanned the plan rather quickly, and it appears that some thought was put into this plan.  That being said, it is a starting point and while some consolidation would be quite useful, some of it appears to be overreaching and won't happen.

I had no idea the MTA was such a mess.

I sometimes think the inmates are running the prison. Work rules and union agreements seem to override any plans to streamline operations. I am reminded of the bird feeding its chicks. How will the MTA allocate its resources? Time will tell.
