How are LRVs delivered to transit agencies? I assume that they can not be shipped by rail due to coupler differences and not by road due to weight but I am probably wrong in some form. For example the San Diego Trolley is taking delivery of some Siemens SD70s (Not to be confused with the EMD SD70 family). Should there be some BNSF special to look out for or will they just come by road?
I've seen a bunch of Siemens LRVs tarped and wrapped on standard 79-foot flatcars. They usually are in regular trains.
Are they shipped with trucks or are trucks separate ?
In North America, with trucks. In Europe, often without trucks because of more restrictive clearances, and often by road.
The new Bombardier streetcars and subway cars come to Toronto on flatcars from Thunder Bay where they are built. They are delivered to the yard at Downsview in the case of subway cars, streetcars I'm not sure. I'm guessing the same place and then delivered by flat-bed. With trucks in both cases. They used to be delivered to the Davisville yard on what was called the Beltline, a railroad that crossed Toronto at mid-town but that track is long gone.
I recently saw a Baltimore MTA LRV being transported by truck along PA Rt. 219. It was headed to Alstom in Hornell, NY, for rehabilitation. Modern Streetcars (like those made by Brookville and the now defunct United Streetcar) are also typically shipped by truck.

The new TTC streetcars are shipped on flatcars by CP to the Hillcrest Facility (which has a siding off the North Toronto Sub). The last order of TTC subway cars were all shipped by truck to the Downsview Yard, since there is no direct rail connection. Although a siding hasn't been built yet, the new Bombardier LRVs for the Eglinton Crosstown will probably be delivered to the Mt. Dennis yard by rail.
The LRVs Bombardier has been building at the Millhaven facility (near Kingston) are also shipped on flatcars (but by the CN).
