"Well even though they do not mention it, I think DART's long term plan is to build to the Red River." What is the factual, verifiable basis for your belief that DART's long term plan is to build to the Red River?  You seem to have a lot of unsupported opinions, which strikes me as unusual for someone who is supposedly a consultant. What type of consulting work do you do?  What is your educational background?
