Pure speculation but MARC sending 3 trains to BAL one car short. It may be snow related car failures ?

It would be a distinct possibility. South Shore went through this problem in the 1970's as the Insull MU cars reached the end of their service lives. Keep in mind that South Shore had to contend with lake effect snow through most of its service area.
