Governor Brown set to sign a bill eliminating any prohibition of any LRT on Los Angeles Orange line. Appears that many city fathers want to convert the BRT to LRT due to congestion on BRT line ?

Good observation! LAC Metro, the ultimate 'Politico Puppet', doesn't do or say Anything until an overwhelming consensus of politician stakeholders is somehow reached. Nothing about an Orange Line LRT in the oxymoronically named Long Range Plan or even in 'The Source' propoganda blog but that could change tomorrow.
The Orange Line street crossings are indeed protected by ordinary traffic lights. When the line first opened drivers (not used to any cross traffic) ignored the lights and T-boned buses fairly regularly. Extensive publicity and some expensive traffic tickets calmed that issue fairly quickly.
