Continued cancellations and delays four days into what was not a particularly huge snowfall.  I remember 1979 when we had a huge snowfall (a blizzard + other storms)  the suburban trains ran in 1979 while the CTA was basically shutdown.

"The BNSF and Union Pacific lines have bore the brunt of weather-related delays all week. On Monday evening, 27 trains were canceled; on Tuesday morning, 25 trains were scratched. Scores of commuters were stranded on outdoor platforms for up to an hour in dangerous wind chills. Many of the problems were caused by frozen switches and signals, Metra said. Compounding the problem were federal regulations that restrict how long train crews, dispatchers and signal employees may work without a rest. With long delays, some crews were not longer able to staff trains.  On Wednesday morning, no trains were canceled but delays ran as long as 45 minutes, primarily on the BNSF line that Metra blamed on stopped freight trains."
