Technically the WSOR no longer offers excursions, or at least not like they did before. They quit excursion service in 2001 (and sold most of the equipment at that time, though they later bought some of it back). They can no longer offer revenue-generating excursions because they don't have the insurance for it. However....
Occasionally the WSOR will give free train rides, and so far they've all been just in the Madison area. But they are free because they can't charge for them without the insurance. If you read the back of the tickets given out for the train, they more or less say that the railroad has absolutely no responsibility for you, up to and including death. They've only done a couple of these outings in the last few years using their three bi-levels and the 10C. Usually they are announced a few months ahead of time on the WSOR website, but I don't know of anything planned now.
The new passenger unit they are "building" in Horicon that you mention is more for the company business train. They've still got a few passenger car for the purpose of entertaining customers and local transit commissions, but they aren't used for public excursions for the most part.
