However, even these rebuilt locomotives will not, as I understand it, even meet Tier 2 emissions standards, although of course, they don't need to...

The announcment seems to focus on Fuel Economy and GHG emissions. So Tier 4 wouldn't exactly help there. At least not with CO2.

Looks like the carriers don't like T4 fuel economy.

It has been interesting to see all the BNSF C44-9Ws go off lease and come back in NS or CSX paint often with the same 4000 series numbers.

Saw this on RP today.

I don't see either of those picking any up.

NS has more Dash 9's than they need right now (Nearly 180 are in storage with the rest out running or going through the DC-to-AC rebuild queue). So they're not going to be adding to that fleet anytime soon. 

And while CSX has been reactivating select Dash 8's and Dash 9's, I'm sure they don't envision it being a long-term revival. And plenty of stored power remains that can be reactivated. So they won't be buying any BNSF cast-offs anytime soon.

CN has been buying up former CitiRail ES44AC lease units. They all are avoiding Tier 4. With all the rebuild feedstock out there it could be a decade or more before any new build orders are received by either Wabtec or Progress.

CN puts the CitiRail units right to work in their silver and blue paint with just the CitiRail logo painted out and a neat blue CN logo added under the window above the unit number. They are numbered in sequence with CN's other ES44AC units. They have been spotted all over the CN system.

CN has by now purchased the entire remaining CREX ES44AC fleet, for a total of 122 units. (one was scrapped after a derailment and two were previously sold to an African mining railway).  They are numbered CN 2750-2796 and 3913-3987. 

At least one still has the big CitiRail logo on the long hood, a few have some graffiti from their days in storage, and 3974 now sports a decidedly unofficial Conrail logo.

GE and EMD saw this coming and thats why they unloaded these companies.

The new locomotive ordering spree of the 90s and early 2000s are over for a while.
