So how is this LNG locomotive different

IRJ claims this is the first ever LNG reciprocating locomotive. How is this different from the LNG developments in North America? (If I can get the link to work!)

  It may be the first one in Russia!  There have been multiple test engines in the US.  UP/CN/BNSF all have a test program.  And back in the late 80's/early 90's(IIRC), BN had a pair of SD40-2's that ran on LNG.
