What model and maker?
Looks like a GE 50T (still has the cute noses and the cab, but has the non-siderod (that means it has 2 traction motors on each truck) trucks) that has a lowered cab for some industrial purpose.

Phil -- GE 50 tonners had only two traction motors (D77, if memory serves) mounted on the inner axles and chain driven to the outer axles. May not be true for all, but it was my experience with 'em. Also -- 50s look a heckuva lot like a 44-ton.
I rescind my Whitcomb reply I also believe it is a Vulcan from the same era.
