The EMD turbochargers with the overrun clutch are mechanically driven some of the time, and exhaust driven the rest of the time, so they are may be considered superchargers when running mechanically. However, when they run mechanically, it is a low RPM where the added air charge is less necessary and less effective. I suppose there may be some effect of the boosted charge at the low RPM, but a big reason for this mechanical spinning is to give them a head start on getting up to speed when the engine accelerates. Fundamentally though, they are turbochargers during the time where they do most of their work. </p>
