Photos of this model of locomotive appear on page GE-196 of Pinkepank's Second Diesel Spotter's Guide.
It is a GE 65-ton. The text on that page cites "...The spotting features for the 'postwar 65-tonner' are the presence of end platforms and three hood doors ahead of the cab steps on each hood." These units were equipped with two Cummins NHBIS engines: 275 hp apiece, 55o hp. per unit. The same unit could be ballasted to 80 tons, which is difficult to detect as the difference is seen in the thickness of the deck plates. I think that this one is a 65-ton with the thinner deck plates, based on the photos in that book.
