I can assure you, NASCAR had nothing to do with it. This is a re-engined GP40 with EMD's Tier-2 Emissions switch engine Demonstrator, referred to as GP68 in Ulmer.

 That appears to be a case of EMD advertising on a locomotive they themselves own. That's the demonstrator unit for the repower package isn't it?
