I always understood that EMD had introduced self steering trucks on the SD60MAC units it built in the early 90's. Than I saw the attached picture that shows an EMD leasing SD60 built in 1984 riding on Radial trucks. Was this unit built with radial trucks or was it retrofitted with them at a later date?

That isn't an "EMD Leasing" unit in terms of the Oakway units, but is one of the original SD60 prototype/demonstrator units. This was probably still in EMD Engineering's hands when the radial trucks were developed, and it may have had them before the SD60MACs were built. However, I think it had standard HT-C trucks when built. You'd have to search for new photos under "EMD 3" to confirm that but I'm certain that EMD 2 had standard trucks (and probably also 1 and 3) when built.

Peter is right, it was built with normal trucks. EMD 3 began testing at Pueblo with the prototype HTCR radial truck (D87 traction motors) during September 1990, which was at the same time the F69PHAC's were there testing the new AC truck motors. In late November 1990 it moved on to test on UP's Reno branch (ex WP), which featured 10 and 12 degree curves and 1.8% grades.
There is a picture of the 3 on RRPicturearchives dated Apr 2007, showing it still has/had the radial trucks.
