What is this loco for?

Exactly what you see it pulling. The whole train you see is called a "Slot Train" and is used for track maintenance. The backhoe you see at the far end can trundle from one end to the other and unload ballast and other trackbed material. The gondolas that you see, don't have ends except for the outermost ones. This set is owned by Georgetown Railway Equipment (GREX) and leased to railroads for track repairs.

Did they make their own locomotive? Its look like a electric generator on top of a old GP-35 trucks. Very impresive...
