WAG: There's $eriou$ money involved and the locals don't have it. To get the R/W as a CITU/NITU rail-trail still requires the trail entity to pay salvage value for the line (normally far less than current market value of the surrounding real estate). Many trail groups try to pull a stupid stunt during negotiations by leaving the negotiations open or attempting to wear the railroads down (doesn't happen) to the point the railroads forget about the line so they can adversely claim the line as theirs and not pay a dime for it. (witless trail advocate fanatical dumb thinking)
The kicker is that a rail-trail is still a railroad corridor first and the trail comes in a poor second (has to go away if the railroad ever needs to come back)...

CSX filed to abandon in 1992, Frankfort (137.5) to Delphi (112.22), trail agency Indiana Landmarks (and its predecessors) have been dragging their feet with CSX for 35 years to acquire the R/W and gain NITU/CITU status. Close, but it hasn't happened yet. The county has been advertising the thing as a legitimate rail trail (not yet). STB just extended the current negotiating period from April 24/May 2 until October 28 of this year. Unfortunately the two girls were technically trespassing (as was the scumbag) on railroad property. The county is totally negligent in advertising this as a rail-trail. (Would love to know what "uncontrollable circumstance(s)" kept the county from executing a bargain and sale deed with CSX on February 24 and transferring the property. The Deer Creek Bridge was at Monon MP B-113.0 according to the track chart. The ties are not missing, it's a typical timber tie open deck bridge. The rail and inside steel guardrails have been removed.
How long has this bridge been out of service and why are people still walking on it with missing ties?
