The California State Railroad Museum website says it resides at the Museum.  

It was donated to the City of Sacramento when removed from service.  For many years it sat on display along I Street near the station deteriorating and being vandalized.  It has been cosmetically restored for display in the Museum.

It is not operational and it is extremely unlikely it will ever run again.

 

I tried to sell my two cents worth, but no one would give me a plug nickel for it.

I don't have a leg to stand on.

Just because it is AT the museum doesn't mean that the museum OWNS it. The SP 4449, The SP&S 700 and OR&N 197 each have their own groups restoring, maintaining and operating (the 197 in the future) them, they are all AT the ORHF roundhouse, BUT, the City of Portland actually OWNS all three. Doug

Its at the California State Railroad Museum, I think it belongs to the Museum.

I just look up on the Wikipedia about SP 4-8-8-2 4294 is that the locomotive is owned by the city of Sacramento,CA
