The update I have recently received is that the question is not if 611 will be restored, but when she'll be restored. There is confidence that fundraising is proceeding on schedule, and once the behind the scenes details are worked out, plans will soon be made to send 611 to Spencer for restoration.

The fundraising for the 611 project is proceeding on schedule, with enthusiastic support from fans. Donations are pouring in, and negotiations are being made for large donors. These negotiations are kept quiet to protect the privacy of the donors. It is expected that the fundraising deadline will be reached, and an announcement is to be made in November. It is wished that once the initial fundraising is completed, that the 611 be sent to the NC Transportation Museum in Spencer before the arrival of winter. As to 611's condition, she only needs new flues and the required inspection, as well as a new set of engine truck wheels and a few other details. If things proceed according to schedule, the 611 could be back in service by the spring of 2014.
This is from a recent update by the VMT.
