I remember reading about a proposal to use the reverse turbine for low speeds - kind of made sense when I first ran across it. It made a lot more sense after seeing a graph showing steam flow versus speed and tractive effort.

The booster would, of course, be for low speed use only, though I know virtually nothing about how well they worked on high speed passenger engines.

Yet another approach would have been variable incidence stator blades on the turbine, similar to what was used on the J-79's compressor section (a bit weird to think that the J-79 is only 10 to 12 years younger than the S-2).
