Restoration of a large steam engine

Hoosier Valley Railroad is considering cosmetically restoring it's C&O 2-8-4.  Before I start, what tests whould we preform prior to hanging the large appliances?  I was told that if we have the boiler ultrasound tested that the test would be acceptable in the future if we decided to compoletely restore the locomotive to running condition. 

If you are a member of a museum that has restored a locomotive to running condition, what company did you use for the verious tests?

At this point the engine is stripped, including the tubing.

Is this a cosmetic restoration only....with no intent of EVER having the locomotive operate?
