Out of curiosity, what sort of diesels were being used? It would have been most interesting if they had a GA8 in Rio Grande colors (not likely, but I can daydream).
Perhaps they are looking at GE C23EMP models.
These are on a narrow guage line in Bolivia and also operate at high altitude.
