C&O/B&O Corperate Headquarters in Cleveland Terminal Tower? From when to when?

Sometime in the 1970s C&O/B&O before they came up with Chessie System there HQ was in Clevelands Terminal Tower which was a carry over from the Van Swergin Days. Not only that but there once and future rival the Nickle Plate and N&W INC HQ was in the same building as well as the Erie-Laccawanna in the Annex out back.

As late as February, 1971, B&O HQ was listed in Baltimore. In May, 1971, B&O was listed in Baltimore and Terminal Tower. In December 1972, Chessie System was listed in Terminal Tower. My collection of Offical Guides is not complete but above information is from what I have. In February 1971, the C&O President was listed on the Board of Directors of the B&O.

C&O assummed functional control of the B&O in 1962 or 63 - Cyrus Eaton was the C&O Chairman of the Board at the time with his offices in Terminal Tower and his home on an estate near Northfield, OH.  In 1963 (if I remember correctly) he held a picnic on his estate for all C&O and B&O employees and their families.

In the 1971 Eaton was pushed out of the Chairmanship by Hays T. Watkins.  Watkins was a Richmond native.  The operational headquarters of the railroad(s) became Baltimore, the corportate HQ was in Richmond.  Watkins was instrumental in the formation of CSX, merging Chessie System properties with the Family Lines.  For the first 8 years, there were two operational HQ's - Baltimore for the Chessie properties and Jacksonville for the Family Lines properties.  In 1988 the operational HQ's were consolidated in Jacksonville.  The corporate HQ remained in Richmond with John Snow replacing Mr. Watkins.

When Michael Ward assumed the Chairmanship following Mr. Snow's move to Treasurer of the United States, the corporate HQ was then moved to Jacksonville.

Minor correction:  John Snow was appointed Secretary of the Treasury.  Treasurer of the United States is a different, mostly ceremonial position.  Note the two signatures on the bottom of United States currency.

Main female dog - Snow got a $69M 'exit package' for his time in decreasing shareholder value and making the carrier the laughing stock of the industry.
