Whistle Guards

Read an old book on the Fort Worth & Denver years ago containing pics of some Mikes with whistle guards on some of them. They appear almost like a shield on one side of the whistle. No explanation in book on the item was hoping someone has an answer. My speculation was it directs the noise from the whistle blast forward, not sure.
