I don't have time to find and post the link but there is or was a similiar proposal in Switzerland which involved the construction of one ore more new steam hauled commuter trainsets which would feature pushpull operation. I believe the Swiss manufacturer DTM is involved...

Also theres some other bizarre news ,Hunslet Locomotive, a UK firm dating back to 1864 has begun to manufacture steam locomotives again...just completed two quarry locos,
