My understanding is that the border is only closed to non essential personal travel, not freight

Probably the local to Claremont or Bellows Falls, given the time.  Or the Vermont Rail System detour train?  (if it had GATX power)  The through freight from Canada normally runs at night through Windsor.

Most likely the VRS Detour 2 train. The NECR 600 local usually doesn't venture south of White River during daylight. 601 goes south to Bellows Falls during the evening/night.
