Looking at the cover date, I would suspect it was in reference to this:
"Governor Andrew M. Cuomo today announced he is signing the "New York State on PAUSE" executive order, a 10-point policy to assure uniform safety for everyone. It includes a new directive that all non-essential businesses statewide must close in-office personnel functions effective at 8PM on Sunday, March 22 [2020]"
In reality GCT was a little more populated at the start of the lockdown, but not by much.

A fantasy (has GCT's concourse ever been this empty since the day it was opened?) of what is quite possibly the United State's most iconic indoor space
