The Bay line ( Atlanta and St Andrews Bay RR ) had a whole train turn over at what apppeared to be in its yard north of Pannama City, Fl . The cars all appeared to be to be general cars with many boxcars few tank cars and maybe intermodal ??.
1. No indication if cars were empty or full.
2. If empty why they were not sent north to CSX before Micheal arrived
3. Maybe no crew, or CSX would not accept them at Cottondale or Dothan ?

EDIT train was a general merchandise train that extended north of the yard for some distance. Usual Bay Line operation is to attach road locos to front of train then pulling cars from several tracks to make up the train. Then once brake test done head north with train . Train was not completely made up as at leaast 2 yard tracks had portions turned over .
