Should they have known that there would be an uprising and eventual scapegoating? Absolutely.</p><p>It's like I've said regarding some of the anti-social practices of the US railroads - eventually it'll come back to haunt them.</p><p>The regulators aren't going to scapegoat themselves!</p>
