I'm somewhat suprised no one has mentioned the possibilities of using synthetic coal to power modern steam or steam/traction hybrid locomotives. Synthetic coals are manufactured by either mechanical or chemical removal of the ash and other impurities, leaving a nearly pure carbon product of around 12,000 Btu/lb.
