This intention is bolstered by the mandate of Section 1702(g)(2)(B), which requires that ôwith respect to any property acquired pursuant to a guarantee or related agreements, [the Secretary] shall be superior to the rights of any other<br> person with respect to the property.ö This statutory provision requires DOE to possess a first<br> lien priority in the assets of the project and other collateral security pledged.
