Considering it was you asking, I think that the difference between the two is worth considering.  Humoring you for the moment: The fact of the matter is, citizens protections under the bill of rights  have been whitled away under the pretense of making america safer, and the sad reality that many people are gullible enough to swallow that  compromise as a good bargain,  is very lamentable.  Seeing the war powers act manipulated so as to make a mockery of the constitution, is a pantload. Sorry if you disagree.
