They're opposed to more rail traffic through Rochester on this line. The opposition to the loan guarantee is an attempt by them to derail the upgrades and new line in hopes this will achieve their ends.</P> <P>[/quote]</P> <P>There goes Tom again, always banging on about the Evil DM&E![;)]</P>
