Chicago drowning in trains

<P>When it comes to bad weather they have already done this. A blizzard gave the city a big hit a few years ago and it took months to get back to normal. So RR's created a council of sorts to develop a plan for next time and a the communcation to to complete it. Result? After the next blizzard it took them only three days to return the normal (if that is way they call it) traffic patterns.</P>
