More intramodal competition dilutes the ability to maximize pricing power. Maximizing pricing power is the be-all/end-all of North American rail industry thought today. Thus, redundancy is counterintuitive to current rail industry philosophy. What Stagger's has revealed is the major explicit drawback of closed access transportation systems. If this nation really wants a viable expanding rail system, we're going to have to go in another direction, because it simply won't happen with the current system.
