Tharmeni, The reason "that I'm not at liberty to discuss..." is because it was a contract between the City of Rochelle and the previous people who ran the gift shop. It would not be very nice or ethical of me to divulge any of that information, nor would I. The issues of the contract are between the two parties involved only.
